FAQs Part I: CFO Sticker for Filipino Spouses of Foreign Nationals

Our very first blog entry on the Commission on Filipinos Overseas (CFO) receives the most follow up questions and as much as we would want to respond right away, we aren’t always able to do so.

This is why we are publishing several entries on the frequently asked questions about the CFO Guidance and Counseling Program (GCP). Some of these questions have already been answered on the original entry’s comment thread, but are included here for better visibility.

We also wrote to Ivy Miravelles, CFO’s Officer-in-Charge of the Migrant Integration and Education Division, to help applicants get answers. We are extremely grateful for her assistance and for providing very thorough answers.

What are the requirements when claiming the CFO sticker? Is an appointment necessary?

The CFO sticker is for Filipino partners of foreign nationals who are emigrating. It registers you as an emigrant and to get this, you will need to bring the following:
  • Your CFO Guidance and Counseling Certificate
  • A photocopy of your immigrant data summary (for those emigrating to the US, this is the single piece of paper outside your visa packet)
  • Your passport (a CFO staff member will attach the sticker to your passport)
  • Valid identification
  •  CFO receipt (if you still have it)

You don’t need to schedule an appointment to get your CFO sticker but you will need to fill out a form so bring a pen.

Can I get the CFO sticker on the same day as the guidance and counseling session?

If you already have your visa, then yes, you can get your CFO sticker on the same day as long as you accomplish and bring all of the requirements (check preceding question and answer).

Where else can I get my CFO sticker aside from the CFO offices?

You can get your CFO sticker in either one of the CFO offices/desks regardless of where you attended the counseling. As long as you have attended the GCP in either of the CFO offices in Manila or Cebu, you can register and claim your sticker at the CFO desks at the Ninoy Aquino International Airport (NAIA) I, II and III.


The CFO however emphasizes that only minors 12 years old and younger and those 60 years and older are expected to register at the NAIA desks because they are not required to attend the GCP. Schedules and contact numbers are available above.

    Your website is very informative.

    My husband and I will be spending 3 weeks in the Philippines for holiday, I already have the CFO sticker issued when I left in 2015. Do I need to attend another orientation at CFO office? Appreciate your reply as I dont want to be offloaded when we depart Manila for UK.

    1. Thank you for dropping by, Marie. If you already attended the CFO guidance and counseling and have already been issued a sticker, there is no need to attend another CFO orientation. Have a good vacation.

  2. Can my 8 year old daughter get her CFO sticker at the airport on the day of her departure ?

    1. Matt, apologies for this late response. As we've previously answered in the last FAQ in this entry, children younger than 12 can register at the NAIA desks. If a child is traveling with an immigrating parent though, I think that the parent should have attended the seminar. Please get in touch with the CFO to make further clarifications.

    1. Hi, Charis. The last FAQ in this entry answers your question. Yes, you can get your sticker in Manila even if you attended the seminar in Cebu. Just remember to bring all requirements.

    1. Good afternoon po.pwede po ba na sa NAIA terminal 11 ko na patatakan ng CFO sticker ung bago kung passport before sa flight ko pauwi Australia? Nasa old passport ko kasi nakatatak yong CFO sticker.tnks

  9. Hi I am currently here in Australia and the Immigration sent me an email that they can't grant my visa unless I go offshore because I apply my Spouse visa offshore, I am in tourist visa now. I am planning to exit Australi and go to Macau and wait for my spouse visa grant there maybe a week or 2. I already attended a seminar and got my CFO certificate, do I still have to go to the Philippines to get CFO sticker for my passport or I can do it in my future travel to the Philippines.   10. Hi! I'm a Filipina, married for 9 years to a Taiwan national who was born and raised in the Philippines. We are both living and working in the Philippines and now have an 8 year old kid. We are planning to visit Japan for a 2-week vacation with our daughter and friends. Me and my daughter have not yet applied for a passport. Do I still need to attend counseling at CFO? If so, do I need to attend CFO seminar and get CFO sticker first before applying for passport and visa to japan? How about my daughter, does she need CFO sticker too? Thank you so much!

    1. Effective january 2018 dfa no longer requires foreign national spouses to present cfo certificate when applying for a passport. U still have to attend the seminar and get the certificate and sticker before u leave the country. Youll be offloaded.
